Otherwise, since he seems to be allergy-prone, it could be the metal in the collar. Metal allergies are a thing...
Lots of times though, my dog will scratch it if I have it on for a long time. I think they just get tired of it being on, and can't really blame them, especially if I'm in a space where I made sure it is super snug. Lots of times, if I'm in a relaxed atmosphere but still want it on, I'll loosen it by releasing the martingale part, but it's still around the neck, just hanging low. I think your dog would be safe to do that with, he's not a terror, he just pulls on walks?

Because Dobermans are so velcro, Asha would never run off and was always happy to come back and we have all this space to hike with near zero chance of meeting another human or dog. We were off leash by 4 months, so maybe some of the city dwellers can give you better input. I can't remember when I started the e-collar but it was more to keep Asha from bashing Reckless than for recall. And of course a safety net for any emergency recall. I know I love to watch Asha chase the ravens. Her head is always to the sky and she'll bark at one in a tree until it flies then run as fast as she can after it.
4+ years now, almost daily she wears it training or if we go to town. If we hike I use the e-collar because I'm off leash.
