As in is he capable? Based on what I've seen I'd say yes. However I think the question is should he? My answer to that would be a hard NO!
Running could make the injury so much worse.
There are different levels and severities of injury. A mild tear may heal on its own with restricted exercise while a more severe tear might need surgery and crate rest. Some dogs have very high pain thresholds and may show no regard to injury and further injure themselves because they were allowed to freely run around. Did the vet say it was torn and you don't think it is? From you question "can they run and play", as @GennyB said, the answer is yes they can, but if there is even a mild tear, no they should not.
Dogs are much more stoic than any human I know.
