Ground cover

This spring/summer I will build out my back yard with special emphasis on a playground for
Savannah. It has two terraces that I will build out and I don't want grass.
Has anyone used cedar mulch? It's supposed to be non toxic and repells certain bugs.
My girl is 7 months old now and still samples pretty much everything with her mouth.
Still chomps twigs & small branches & such.
I have a muddy spot right outside her dog door that I put down a bale of hay which she absolutely loves and works well to keep mud out of the house but not the solution for the terraces.
Any experience out there with cedar mulch ground cover ?
Thanks for any input,
jim

No experience with cedar mulch specifically but Rubie eats mulch constantly in our backyard. It's a full time job keeping her out of it and yet we keep adding more

Jasper used to eat mulch like crazy. I don’t know why he was so attracted to it. He needed constant supervision and corrections. I can’t imagine ingesting pointy bark would be good. I used to stick my hand in his mouth and pull it all out.

I've read about Kennel Care, it's highly recommended, it's cheap and Amazon will deliver it.
I think I'll try a bag or two and see if she wants to eat it. Otherwise she really has fun tearing through the hay so that may be a fall back for her play area.
