chances are, he went outside with intentions of peeing, then being a puppy, his brain went oh sh!t it's cold and no ones out here with me and I think I want back in. Then inside, he thinks, crumbs, I forgot to pee when I was out there, whoops.

That's exactly right and another reason it's important to accompany your pup out there and praise the heck out of them when they're still learning.
Even now when our pups are a bit older, I'll stand at the door to watch them if I don't go out with them and open the door to tell them good boy or good girl when they go.

You need to take the responsibility to put on your jacket and shoes before you open the crate door, put on his collar and a long leash, go out with him and say go potty, then stand there with him in the cold, no play, no talk, just stand there until he goes. Throw a happy dance, maybe have a treat for him, or if it's daytime, a tug or a ball. Make it a fun training session, not a chore.

You have to make his brain imprint to go to the bathroom outside. If you have to go outside with him 100x in the cold and rain then so be it. Your job to train him- it just takes time and diligence.

I remember many nights of going outside in the cold and rain with two umbrellas…one for me and one for Ragnar. My wife thought I was crazy.

I have a heavy, fuzzy, plaid man’s robe that I would wrap on me for those backyard night time events. I look like the big Lebowsky (sp?) in it. I would take Sasha out, stand there with loose leash, tell her to potty and wait. It wasn’t fun, just a necessary moment. It helped that it was March and nasty cold. She was on leash from the moment she stepped out of the cage. Make sure that the only time you make noise is when you say potty and if he goes outside. I wonder if your scolding is just kinda fun for him. Watch 2 Dobermans play. They love rough and snarling play, so no rough, no snarling from you when he pees in the house. Turn your back, take a deep breath and take him back out. No noise from you. No rough handling. Tell him to potty and no party until he goes. He will come round.
