Fear of leaving the property?

Normally it would be great, no worries about "exploring"! I'm teaching little Vader to walk on the leash(he's just over 9 weeks), and he does GREAT when we are heading towards home, running mostly! But heading away from home he whines, sits, turns around to face home, lays down facing home etc.... I give tons of encouragement, treats, praise when he walks well, etc.. But just starting to go for a walk is pretty much a slow pull/dragging him 200+ yards until we are around 2 corners and is really frustrating. Any tips on reducing his fear of leaving?

I would take him places to work on walking ona lead and build confidence... I use treats and usually start them on a lead in TSC or some store that allows dogs... It generally works and since it is completely out of their comfort zone they learn to trust you more.

The worry of Parvovirus would weigh on my mind at that age and exploring.

On the other hand, if you could load him in the car and take him somewhere to explore it could have double the training/experience/desensitization.
Get him used to going in the car early, trust me here. ;)

When Jax was that little, I didn't have a choice because I was in a full leg brace and on crutches (one crutch when we walked), but he didn't need to go far anyway. I just got him accustomed to the leash inside, and when we did go outside (several times a day because he needed to potty), I would walk him back and forth in the driveway or around the perimeter of the yard (also did X's through the yard and lines across) on the leash. I hated that I couldn't take him walking around town (that was for about two weeks), but by the time he and I could both go (I guess he was 11& 1/2 weeks when I could lose both crutches), he knew the leash and trusted me. Of course, I would have done more if I could have, but my point is, for a little while, it didn't "put a dent" in him learning to enjoy walking on a leash with me.
When I did start getting him comfortable away from home, he and I rode in the car about 3 blocks away to my Mom's school so I could do lesson plans, and then he and I would walk the 3 blocks back home.
He was totally fine after that, and when we put the leash on at home, he was ready to go out the door and away from home with me. I think as long as they are with you and they start knowing they can trust you, that is the main thing.
It really did end up that...if I just had to have surgery, it was a good time to bond with my baby and be "home bound!" I think I'll do it the same in the future (without the crutches/surgery, of course!) Although, come to think of it...maybe the pain pills made it less frustrating!...

I don't think tons of people take their puppies in TSC, same with rural King. Yes, ID stay away from pet CO/pet smart/ pet plus type places with lots of animals coming and going, but there are still plenty of lower risk places you can take your puppy.

And avoid dog parks.

I agree about being careful at this age. I never put ours down on the ground/floor in public until they've had all of their shots at 16 weeks or so. As stated, you can take him places with you and if you go to a store or something you can put him in a cart so he can still explore and build confidence, but not be at risk. When we went to the vet I'd even leave my shoes outside when we got home and sanitize them before bringing them in.

He will get the leash walking as he ages and when they're this young they're always looking to you for guidance and security.

BTW, we need lots more pics of him. ;)

I'll get some more pics soon, but he's in a cone right now ;0. I've just been taking around my neighborhood so far. I'm going to wait until he's had his next round of shots before taking him anywhere else.
