There are several in-breed transport groups (BRAT--Basenji Rescue and Transport) as well as doberman ones, where volunteers drive a dog or dogs for a couple hours or whatever they can give, to the next person, and so on, until the dog(s) get to another shelter or foster. Those are good ones.

Another thing he didn't mention in the video though--health issues. How much disease have we spread by transporting rescues? After Hurricane Katrina ('05), rescue/abandoned dogs were transported all around the country to go to shelters to be adopted. Twenty-some of them came to Northern CO. The vast majority of those dogs were heartworm positive. Before that fiasco, we did not need to give heartworm preventative AT ALL, unless we traveled to an endemic area. That was a fecking mess.
