I think theirs a misconception with socialization. Your dog doesn’t need dog or people friends. Just you and the people who live with you. Socializing is bringing the dog out in public and learning to accept and ignore other people and other dogs. Desensitize.

Try using a slip lead collar at that age. However, training a good heel will help with this problem. Introduce a prong collar in a few months.

State Farm has zero restrictions and if you served in the military USAA doesn’t have a breed restriction. I wouldn’t give my money to a company that has a “breed list”. You may want to look into changing to another company.
