I voted before the tiebreaker, went to vote again and can't either. Then I re-read the above. From the wording, it sounds like the voting is re-opened for those who haven't voted yet.

That part is correct, but i still think that since the July poll opened before the June poll concluded it may have prematurely closed the voting for June POTM. Im not entirely sure though.
