I’m still not convinced on CDA.

I wouldn't rule CDA out as it's huge in dilutes. I think 90% if blues and 75% if fawns are diagnosed. That said I agree is not the only problem here.

The oily nature of the rash makes me think a seborrheic dermatitis. I assume dogs get a version of this. As for anxiety/agitation, don’t discount the use of steroids adding to this issue. I’m an old nurse, and even for people, most skin issues are often misdiagnosed, and many treatments just make it worse. Sometimes less is more.
