Raising male littermates/ one is bigger than the other

My husband and I just got 2 male Dobermans from the same litter. They are brothers. One is very much bigger than the other. And the small one has bad anxiety and kind of knows he is the smaller of the two. Not sure if that is beneficial or not. They are only 8 weeks old so separation from each...
