My lil' McPatchy Tail's tail. It's on the longer side... a joint or two longer than my previous boy's tail. I prefer a slightly shorter dock. I sometimes think he thinks his whole rear end is a tail, the way it all gets to wagging and shaking when he gets super excited.
It could really boil down to his food. If it's a poor quality food, it wouldn't give him any energy to be a rambunctious pet. That might be a good place to start out (food change) but maybe supplement with a vet visit to rule out something health related too.

Very good point, @My2Girls! If you have a Tractor Supply they also allow dogs in (leashed). Until your puppy gets a little bigger, it's probably a good idea to put them in a cart with a towel like My2Girls suggested.
